Award decision by the Joint Monitoring Committee and informing the Applicants

After the Project Selection Committees per Priorities met on 23rd and 24th of March 2010 to review the conclusions of the assessors and to make their recommendations to the Joint Monitoring Committee on project proposals to be selected, the JMC was convened on 20th of April 2010 for definitive approval of the selected proposals and of the maximum amounts awarded to the projects.

The JMC decision shall be sent to the European Commission for approval.

Having the official approval to the final list of projects to be awarded, within 15 days, the Joint Managing Authority will inform in writing all Applicants both of selected projects and of unsuccessful ones explaining the reasons for rejection.

During the contracting process, the checks to be performed by the JMA/JTS may lead to impose modifications or reductions of the budget to address mistakes or inaccuracies (for instance arithmetical errors, inaccuracies or unrealistic costs and other ineligible costs). Crucial part of the mentioned checking procedure is the State Aid compliance check to be carried out by the JMA with the help of the National Authorities on the selected projects. State Aid rules do not apply to Applicants or Partners from Ukraine, but shall apply on the territory of the Member States as described in detail in Annex H to the Guidelines for grant Applicants. State Aid rules can affect the contracting conditions of the selected project proposals in terms of the amount and ratio of ENPI Community funding and state contribution.

If an Applicant fails to include the improvements requested to a project and therefore will not be contracted, the amount not allocated will be used for granting projects in the reserve list.

As a result of this process some contracts may not be signed, some from the reserve list will, etc., Therefore, JMA will only publicise the award of grants after all contracts are negotiated and signed because only then it is possible to know the final list of projects awarded and contracted and their amounts. The list of projects selected for funding will be displayed on the Programme’s web page, indicating the names of the Applicant and Partner(s) organisations, the project titles and the amount of ENPI Community funding awarded.
