Programming of the 2014-2020 period in the frame of ENI CBC

2014-2020 ENI CBC

Cross-border cooperation (CBC) on the external borders of the EU is a key priority in the European Neighbourhood Policy. CBC under the European Neighbourhood Instrument (ENI) will build on CBC under its predecessor, the European Neighbourhood and Partnership Instrument (ENPI).

Under the ENI, support for CBC on the EU’s external border will continue to draw on funds from both the external and internal headings of the EU budget, for the pursuit of CBC activities serving both sides of the EU’s external border. Detailed implementation provisions for the CBC programmes are set out in Implementing Rules.

The Programming document sets out the EU’s general policy and objectives for the CBC activities, examines the relevant policy agendas of the EU and partner countries, gives a brief overview of past cooperation in this field and defines the types of programme and lists the individual CBC programmes which will be financed by the EU, including their geographic eligibility, illustrating the general expected results which may be addressed by programmes within the three strategic objectives, together with outline indicators and possible risks. The indicative financial allocations for each of the CBC programmes are established for the period 2014-17, together with illustrative allocations for 2018-20.

 Public consultation on the draft Joint Operational Programme for the Hungary-Slovakia-Romania-Ukraine European Neighbourhood Instrument Cross-border Cooperation Programme 2014-2020 (draft JOP of the HU-SK-RO-UA ENI CBC Programme 2014-2020)
 
The draft version of the JOP of the HU-SK-RO-UA ENI CBC Programme 2014-2020 is available. All interested organisations and natural persons are welcome to contribute to this consultation that is open until the end of May 2015. Contributions are particularly sought from governmental bodies, public authorities, non-governmental organisations and associations interested in cross-border cooperation from the countries participating in the Programme. The elaborated document contains information regarding the description of the programme area, programme strategy, indicative financial plan, structures and appointment of the competent authorities and management bodies of the Programme that going to be implemented in the 2014-2020 period. Details concerning implementation chapter is being in the consultation process with the participating countries. The deadline for submission of the Joint Operational Programme is 30 June 2015 to the European Commission. Comments received on the actual version of the JOP will be discussed at the beginning of June 2015 with the committee responsible for programming. The final version of the JOP shall be adopted by 31 December 2015.
